La création d’une Commission internationale d’histoire de la Révolution française (CIHRF), qui pût fonctionner comme organe de circulation des idées et des informations entre tous ceux qui étaient engagés dans cet immense chantier d’études et de promotion d’initiatives scientifiques internationales, fut proposée dès le Congrès international des sciences historiques de Stockholm en 1960, à l’initiative d’Ernest Labrousse, Jacques Godechot, Walter Markov, Albert Soboul et quelques autres. Mais elle n’a été officiellement instituée qu’en 1980, lors du Congrès international des sciences historiques de Bucarest, en tant que Commission interne du Comité international des sciences historiques (CISH).

Depuis 2007, la Commission est enregistrée selon la loi française en tant qu’association et chaque scientifique, qui partage les objectifs fixés dans le statut de la commission, peut y devenir membre. Elle prend en outre très activement part aux efforts déployés par le CISH dans le cadre des congrès organisés tous les 5 ans mais elle est également en charge de la communication scientifique entre chaque congrès.
